The UK and US have forged a major commercial pact that will keep zero levies on UK drug shipments entering the US market.

Agreement Details of the Deal

As part of the deal, the UK has committed to boost funding on pharmaceuticals through the NHS. This move ensures that duties on these crucial goods will be held at zero for a duration of the next three years.

This deal is in response to earlier threats to dramatically increase duties on branded pharmaceutical products, with figures mentioned as high as double the cost.

"This agreement with the Britain reinforces the international landscape for new treatments and brings long-overdue fairness to U.S.–U.K. pharmaceutical trade," a statement declared.

Economic Impact

Pharmaceuticals are one of the the United Kingdom's largest export categories to the US, which is easily the biggest market for large companies like GSK and AstraZeneca.

Export figures reveal that in the 12 months leading up to last September, the UK exported medicines totaling billions to the US. This amount made up 17.4% of British export trade in that span.

"This deal secures jobs, boosts capital expenditure and paves the way for the UK to become a international leader for life sciences," the Business and Trade Secretary commented.

Specific NHS Changes

The pact involves several key changes from the United Kingdom:

  • Higher Cost Ceiling: The UK will raise the cost ceiling at which it judges new treatments to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a aim to double total public funding on medicines from 0.3 percent of the national economy to 0.6% over the next decade.
  • Refund Ceiling: The sum manufacturers must pay back to the NHS to control costs will be capped at 15%. Previously, refunds were more than 20%.

Recent Tensions

This agreement takes place against a ongoing dispute between the sector and the ministers over medicine costs and approval rates.

These tensions were intensified by claims that US consumers were charged several times more for the identical medicines than consumers in the Britain and the EU.

Recently, several major drug company projects in the UK have been halted or cancelled, while substantial investments have been pledged toward projects in the United States.

One official stated that the NHS needed to invest a greater share on drugs, noting that its expenditure on drugs had declined as a percentage of its total funding over the last ten years.
